6:00 pm for the latest development. we'll have an update at 11:00. in developing news, l.a. officials are offering a $1 million reward for the capture of christopher dorner, as the manhunt wind downs in the san bernardino mountains investigators now say camping equipment was found in his burned-out truck. the reward was gathered through several sources including police organizations and private donations. >> collectively this group, led by my office, is posting a reward of $1 million for information that will lead to mr. dorner's capture. >> targeted because you took an oath to protect others, to have your family targeted because they're related to you? that is absolutely terrifying. >> ama: the police chief said he re-opened the case of dorner's firing from the lapd to foster

public trust in the department. the santa clara county sheriff's office is investigating a fatal shooting in san jose. two men were involved in a shooting near highway 85. one man died at the scene and the other was located at good samaritan hospital being treated for a nonlife-threatening wounds. >> a community meeting in oakland is just wrapping up. the first meeting with one of the city's new consultants. sergio quintana was at the meeting. reporter: this is a pretty well attended meeting with a few hundred people from this area of oakland in attendance. the basic idea here is to lay out the basic steps how the consulting firm wants to get a hold on the industries crime problem. now, robert was ehrman can the chairman of the strategic policy partnership, went through a detailed power point presentation that lays out how the oakland police should

operate. one big change would be cutting the city into five geographic areas and assigning a police captain to each area, and then assigning resources and responsibility to that captain to control crime in his area. was ehrman says it will help make the police department more responsive when there is crime. >> when this happens in oakland, you'll know who is the captain that has your area. and that captain will be available all the time. if you have concerns, that captain is going to know them. >> it's hard because you don't want to put up bars in your house and things like that. so i hope today really pays off. we have got to start doing something. reporter: now, also at the meeting what mayor jean quan and oakland police chief howard jordan. noticeably absent was former lapd chief and lead consultant, william braton, seems the city of oakland wants to avoid any controversy hays name stirs up and they asked him to take a

less visible role in the process. reporting live in oakland, abc7 news. >> ama: the palo alto police department has released a sketch of a man wanted for armed robbery. police say this map robbed a man walking through an apartment complex carport yes -- yes morning. the victim had just parked when the spurt approach with a gun. there is a possible connection to another arm robbery in palo alto. >> texas governor rick perry began a three-day tour of california hoping to convince business leaders to invest in texas. a private group is paying for his trip. the republican hopes the lure of lower taxes will attract companies to texas. one local marketing expert believes governor perry might be on to something. >> depends on their industry. certainly there's plenty of companies that are ripe for the picking. they'd like an easier business environment where they're more

welcome than in california, and they'd like lower taxes. >> one local police, chevron, plans to move 800 jobs from the bay area to houston. house democratic minority leader nancy pelosi believes that shrinking the national debt can improve america's business climate. >> again, we have to make a judgment about what to -- how do we get growth with jobs, that's where the revenue comes from. you don't get it by cutting into education, cutting back on investments in science and national institutes of health, food safety. you name it. >> ama: the san francisco democrat also said the national debt has reached, quote. i moral levels. >> job creation and economic growth will be key to president barack obama's "state of the union" address this week. you can watch the state of the union here on abc and abc7 on tuesday at 6:00 p.m. still to come at 6:00.

pam am three people have been killed in a helicopter crash near los angeles. the cropper crashed around 4:00 thing morning just outside of the angeles national forest. everyone on board tied. the chopper was being used on a shoot for a military related reality tv show. the circumstances are unknown. the army national guard, state military reserve and fremont emergency responders got in some practice time today. they simulated a dam failure. crews prepared in fremont to protect you. >> when a natural disaster strikes... hour drill, operation rolling chaos, streamlining their response to protect our community. >> muscle memory. when you're in a trauma situation, you want it to kick in. >> police, fire, and military personnel gathered for the training. they're reacting to this simulated disaster. the break of anderson dam near morgan hill. walls of water 35 feet high are overwhelming nearby communities. >> earthquake will take a dam or levee easily. and sacramento is actually 12 feet below the level of the river. if the levee breaks, sacramento will be in 12 feet of water. >> 200 victims were rescued from destroyed cars and buses, assessed, and sent to the nearby e.r. or transported to the hospital by helicopter. participants say it's an invaluable opportunity to practice working beside other

48 degrees. san francisco 52. 52 in napa. antioch, 56, and 52 in san jose, folks, here's a look at what to expect this week. cold again tonight so the inland areas such as napa, sonoma, overnight temperatures this morning in the upper 20s. you'll do it again tonight. so expect inland frost in those locations. cold start for monday and then look for a mild afternoon and then each day this week, temperatures will slowly start to warm up. by thursday and friday, we could actually be talking about 70s around here. here's a look at the cold overnight temperature for you in the north bay and east bay. numbers this evening, tomorrow morning, i guess i should say, hovering near the freeze mark. 43 for san francisco, half moon bay, 36. clear sky. and san jose, 35. this is the setup. high pressure starting to build

in. a slight north to northeasterly wind component today. that's why the low clouds and fog well off the coast. but as the tide -- this builds in, it's going to be sitting near the coast but will begin to build in and we'll get into more of the offshore wind come pope meant and that means dry conditions, and also temperatures will start warming heading into thursday and friday. those two days, the warmest of the upcoming work week. tomorrow get ready for lots of sunshine and mild temperatures. here's a look at the highs for monday. cloverdale, 65. 64, santa rosa, san rafael, 62. san francisco near 60 tomorrow. oakland, 63. 63, antioch. concord, livermore, low 60s. and much -- many locations, i should say in the mid-to-low 60s tomorrow. 61, santa cruz. 63, sunshine, for gilroy. here's the accuweather seven-day forecast. bright sunshine as you head out the door on tuesday.
